(R) Step 1: Identify the Semester of Contingency

The semester of contingency is a 6-month period made up of:

  • The quarter of delivery, and
  • The quarter immediately before it.

For a June 2026 EDD:

  • Quarter of delivery: Q2 2026 (April"June)
  • Previous quarter: Q1 2026 (January"March)

... Semester of contingency: January 2026 " June 2026

These months are excluded when counting qualifying contributions.


" Step 2: Count 12 Months Backward

SSS then counts 12 months backward from the start of the semester (January 2026).
