Who may qualify for SSS unemployment benefit?

The SSS unemployment benefit is for covered employees, including Kasambahays and OFWs, who were involuntarily separated from employment and satisfy the contribution, age, filing, and prior-claim requirements.

Age limit Not over 60 years old at separation for most covered employees. The maximum is 50 for an underground/surface mineworker and 55 for a racehorse jockey. Age 60, 50 or 55 respectively is still within the rule because SSS says “not over.”

What separation reasons can qualify?

The most common qualifying causes are employer-side or external causes rather than ordinary resignation or dismissal for employee fault.

Can resignation ever qualify?

Ordinary resignation does not qualify. However, SSS recognizes certain immediate resignations caused by serious employer conduct, such as serious insult, inhuman or unbearable treatment, or a crime/offense by the employer or representative. The member must support the reason with substantial evidence acceptable to DOLE and SSS.

How much is the SSS unemployment benefit?

The benefit is a monthly cash payment equal to 50% of the member's Average Monthly Salary Credit (AMSC) for a maximum of 2 months.

Example
If AMSC = ₱15,000:
50% × ₱15,000 = ₱7,500 per month
₱7,500 × 2 months = ₱15,000 maximum total benefit

Under the Regular SSS Program, benefit computation uses Monthly Salary Credit only up to ₱20,000. That means a current Regular SSS unemployment estimate cannot increase beyond an AMSC basis of ₱20,000 even if the member pays contributions on a higher total MSC.

Under the Social Security Act rules, AMSC is generally the higher of: (1) the average of the last 60 MSCs immediately before the applicable semester, or (2) the average of all MSCs paid before that semester. SSS uses its official records for the final AMSC.

What is AMSC and how does it affect your unemployment benefit?

AMSC means Average Monthly Salary Credit. It is not simply your latest salary and it is not necessarily the same as your most recent SSS contribution amount. SSS computes the final AMSC from your official Monthly Salary Credit history.

Why this matters

Your unemployment benefit is 50% of the AMSC per month for a maximum of two months. If your AMSC is ₱12,000, the estimate is ₱6,000 per month or up to ₱12,000 total. If your AMSC is ₱20,000, the estimate is ₱10,000 per month or up to ₱20,000 total.

The calculator's AMSC field is optional because most members do not know their official AMSC. Use it only for an estimate; SSS uses the contribution records in its system for the final computation.

SSS unemployment benefit vs separation pay

These are different benefits from different sources. SSS unemployment benefit is paid by SSS to an eligible member after qualifying involuntary separation. Separation pay, when legally due, is an employer obligation under Philippine labor rules.

Requirements for DOLE certification

After the SSS online filing and any required employer-certification stage, the member proceeds to the Electronic Certification of Involuntary Separation. Common supporting requirements include:

Notice of Termination If no Notice of Termination is available, a duly notarized Affidavit of Termination of Employment may be used subject to the applicable DOLE/SSS requirements.
Certificate of Pending Case and/or Police Report, if applicable

OFW documentary requirements can include additional proof such as the overseas employment contract and proof of arrival in the Philippines when an Affidavit of Termination is used.

What if your employer did not give you a Notice of Termination?

A missing termination notice does not automatically mean there is no filing route. Under the current certification process, a duly notarized Affidavit of Termination of Employment may be used when the employer-issued Notice of Termination is unavailable, subject to the documentary rules of the certifying office.

If an illegal-termination case is pending, a Certificate of Pending Case may also be required. Keep any supporting records that help establish the true separation date and reason.

How to apply for SSS unemployment benefit

Step 1: File the unemployment claim in My.SSS

  1. Log in to your My.SSS account.
  2. Open the Unemployment Benefit claim facility.
  3. Confirm an eligible UMID-ATM or approved DAEM disbursement account.
  4. Enter the involuntary-separation date and employment category.
  5. Select the latest SSS-registered employer involved in the separation, when applicable.
  6. Submit the claim and monitor your registered email and My.SSS inbox.

Step 2: Employer online certification, when required

Under SSS Circular No. 2023-012, the latest certifying employer normally confirms the date and reason for involuntary separation through the employer's My.SSS account before the member proceeds to the DOLE electronic certification stage.

The employer is given 7 calendar days from the SSS email/inbox notification to act. If the employer rejects the date or reason, the member may need to re-file with corrected information. If the employer takes no action within the 7-day period, the claim is rejected and the member may re-file.

Employer online certification is not required in specific exception cases, including land-based OFWs, a pending illegal-termination case, qualifying immediate resignation for serious employer-related causes, or when the certifying employer is inactive/terminated/retired or not yet registered in My.SSS.

Step 3: Apply for Electronic Certification of Involuntary Separation

After the applicable SSS/employer step is completed, apply for the Electronic Certification of Involuntary Separation through the appropriate DOLE/DMW/POLO office or online facility. Keep your SSS transaction number and the required supporting documents.

The existing DOLE-SSS process gives the member 30 calendar days after successful SSS online filing to apply for the certification. If the certification application is not filed within that period, the SSS claim is automatically cancelled and a new SSS application is required.

Step 4: SSS approval and payment

After the required certifications are electronically confirmed, SSS processes the unemployment claim and sends notification regarding approval and crediting to the member's registered contact channels.

Effective February 1, 2024, SSS added an employer online-certification stage for many unemployment claims. The certifying employer is generally the member's latest employer before involuntary separation based on SSS records, and must have an active My.SSS employer account.

What happens after SSS sends the employer request?

  • Employer has 7 calendar days to confirm the separation details.
  • If confirmed, the member proceeds to the applicable DOLE/DMW electronic certification.
  • If rejected because the date/reason is wrong, the member may re-file with corrected information.
  • If rejected because the employer says there was no involuntary separation, a re-filed claim may require supporting documents.
  • If the employer takes no action within 7 calendar days, the claim is rejected and may be re-filed.

DOLE / DMW Electronic Certification of Involuntary Separation

Filing in My.SSS is the first part of the process. For claims subject to employer online certification, complete that stage first. The member then proceeds to the applicable DOLE/DMW/POLO electronic certification route using the SSS transaction details and supporting documents.

30-day rule: Apply for the certification within 30 calendar days after the successful My.SSS unemployment filing. If you do not, SSS automatically cancels that application and you must file a new one.

The certifying office verifies the separation and electronically confirms it through the linked process. SSS states that a printed DOLE certification is no longer required for SSS approval after the electronic confirmation.

The exact office or online route depends on whether the member is a local employee, Kasambahay, land-based OFW, or sea-based OFW. Follow the office/location instructions shown by SSS and the current DOLE or Department of Migrant Workers process for your case.

How SSS unemployment benefit is paid

Online filing requires an eligible disbursement channel. Before filing, make sure you have an approved UMID-ATM route or an approved account enrolled through the Disbursement Account Enrollment Module (DAEM) in My.SSS.

Check that your disbursement account is active and approved A missing or unapproved disbursement account can prevent you from completing the online claim.
Watch your registered email SSS sends the transaction number after online filing and sends another notification when the unemployment claim is approved and credited.
Use the account selected in the unemployment application Confirm that the selected disbursement details are correct before final submission.

What if your recent SSS contributions are missing or not posted?

The 12-of-18 requirement is based on contributions recognized in the SSS record. If your employer deducted SSS contributions but the months are not appearing, do not simply assume the calculator's contribution check matches the official record.

  1. Check the posted contribution history in My.SSS.
  2. Compare the missing months with payslips or employer records.
  3. Ask the employer to verify remittance if applicable.
  4. Resolve contribution-record discrepancies before relying on the final eligibility result.

Special unemployment cases

Still on floating status

If you are still technically employed and only waiting to be recalled, you are generally not yet considered involuntarily separated.

Contract expired while on floating status

If a covered employment contract expires and you are not recalled, SSS rules can treat the member as involuntarily separated using the floating-status date as the separation date.

Extended suspension and no recall

Where the employment relationship remained suspended and, after the allowed extension, the employer still cannot recall the employee due to serious economic downturn, SSS rules can treat the employee as involuntarily separated.

Pending illegal termination case

If you cannot obtain a Notice of Termination because an illegal-termination case is pending, DOLE may require a Certificate of Pending Case as additional proof.

Only one branch closed

SSS clarifies that closure/cessation generally means all branches ceased operations. For a branch closure, the separation reason should normally be retrenchment or redundancy.

OFW had a contract but was never deployed

An OFW with a perfected overseas employment contract who was not deployed and never departed the Philippines to start the contract is not treated as involuntarily separated under this rule.

When can SSS recover or deduct the unemployment benefit later?

A settled unemployment benefit may later be deducted from future SSS benefits, partly or fully, in specific cases.

  • Overlapping benefits for the same compensable period.
  • A final case decision shows the dismissal was validly based on a disqualifying just cause.
  • A case results in reinstatement with backwages.
  • The member is rehired or re-employed within the compensable period or within 2 months from separation.
  • Fraud, falsification, or material misrepresentation in the claim.

Why an SSS unemployment claim may be rejected or cancelled
